Rd 9711 from Hwy 97 to the Ken Wilcox Horse Camp was fine, but had plenty of rocks on the lower section, as well as some spots that would have been muddy when wet. On the way down, we followed the signs to Liberty; this route was longer, but in better condition.
Found the start of the Mt Lillian trail (#119) at the north end of the campground, and followed it all the way to the top. The trail was in great condition, no blowdowns, even in the old burn areas. The only obstacle was a mud pit just before the trail briefly joined Rd 4W312. Avoided this on the way back by staying on the road an additional ¼ mile before connecting back to the trail. The best view was ¼ mile from the top (which is flat, and covered with burnt trees).
Plenty of wildflowers, especially in the rocky areas on either side of the ridge. Forested areas had lots of glacier lilies, most past their prime. Mosquitoes were out, but not a nuisance.
Encountered two parties hiking, one biking, and a lone person on a motorbike. The campground looked moderately busy.

great photos. If I hadn't just hiked Tronsen Ridge I would be tempted to return, but the drive up there was a white knuckle for me.

There are at least 3 (non-jeep) road options, so you can get a slightly different white-knuckle experience every time :-)
