I'm new to the area and was told Tiger Mountain and all it's trails are massively crowded. Granted it was an overcast and chilly Saturday, but I can't say there were all that many trail mates out here hoofin' up and down this steep mountain with me.
Of those that were, however, as I began my climb (around 2 pm), I'd say over half were coming down with poles in hand. I felt quite under-dressed...and a little worried about what to expect.
Turns out it's definitely hikable without poles, but given the steepness, if somebody had handed them to me just then I'm not sure I'd have turned them down.
I spotted one or two birds, and heard many more. At the very top, you will be rewarded with amazing views west and north.
