This was a pleasant and quick leg-stretching walk near the lagoon before heading out from Port Townsend in the afternoon. There is a story trail and on a sunny Saturday afternoon, just a few other folks making the loop (two of them looked like they were serious bird photographers.) There's a caretaker on site and it appears there is parking lot on 12th street with room for about 10 cars. (though, I parked at Haines Place Park and Ride and entered the park from Landes Street). As an urban park, the sound of traffic isn't far away, but cars aren't really visible from the loop.
