The jackabs (we all know who) that bolted into a pristine deep wilderness feature should be charged with vandalism.
Nobody cares about infinite bliss or quartz because they're out sight, but now I have to watch a bunch of scoobies that can't place protection ruining the serenity and scenery.
Hopefully the forest service saves us and cuts the bolts like infinite bliss.

Directly in the middle to the right of the falls, 4 pitches or so

I don't know enough to say whether placing bolts in this area is appropriate.
However, I thought I should point out that Lipsy Lake, and the bottom part of Otter Falls are not in a wilderness area. The Alpine Lakes Wilderness boundary in that area runs on the 2400' contour, which is about 700' above the lake.

I was being a bit hyperbolic, but to bolt a route in the middle of a longstanding scenic feature (on top of a trad route nonetheless) is arrogant and incredibly disrespectful and egotistical.

If you don't know what retro bolting is or why it's a faux paus to bolt a scenic landmark I can't help you.
