You do not need a pass to hike this trail but be prepared to see lots of people and dogs. There was a worker clearing the trail from fallen trees and the path was a bit muddy. I used trekking poles which helped up the steeper climb and coming down the slippery sections. The view from the ledge was gorgeous above the fog! Be careful as there are lots of people and dogs on the ledge.
