That is a very sad story, hopefully she can recover. This is a time of year when bears are (hormonally) driven to eat as much as possible for hibernation, she doesn't have a lot of options. I do like that the writer of the note showed tolerance for her situation. Hopefully, all will feel the same. . .

Has anyone contacted WDFW? Both because of an injured bear and as a problem bear?

Yes WDfW has been contacted about the injured sow with cubs, and the person who shot the bear. Someone also went to the trailhead and cleaned up and took away the trash which included residential garbage.
