Legislation Would Make Discover Pass Transferable Between Vehicles

Senator Kevin Ranker has introduced a bill that would allow each purchaser of a Discover Pass to use it on two vehicles, effective immediately. The legislation applies to current pass holders as well as future ones.

Do you remember that survey we hosted recently that found 87% of you opposed the one-pass-per-vehicle structure of the Discover Pass?

Fortunately, the Washington state legislature was listening.

Senator Kevin Ranker, who was the prime sponsor of the bill that created the Discover Pass, has introduced SB 5977 in the current special legislative session. This legislation makes the single biggest change to the Discover Pass that we, and 87% of the people who took our Discover Pass survey, said they wanted. The bill would allow each purchaser of a Discover Pass to use it on two vehicles, effective immediately. The legislation applies to current pass holders as well as future ones.

WTA strongly supports SB 5977. The Discover Pass will be transferable between two vehicles and cost the same as it had previously. We expect the legislature to take this bill up and move it quickly. It is already scheduled for a committee hearing in Olympia on Dec. 14. We will be there, and invite you to come and voice your support for this legislation, too.

WTA has worked tirelessly with both elected officials and agency staff in the interim after enactment of the Discover Pass to address these ongoing concerns. We're happy to see they're being taken very seriously.

Will the new legislation enable the pass to be used with rental cars and zipcars? I'm really hoping it does; otherwise the state is punishing people for not owning a car.

Well, I just looked it up, and no dice--- zipcar users and rental car users are still completely out of luck. Very disappointing. The new legislation just allows for two license plates on the pass instead of one, so you still have to own your own car to get a pass. If they're worried that they aren't selling enough of the passes, maybe they should consider making them available to non-car-owners-- I'd definitely buy one if I could, but it's not an option for me since I don't own a car.

What will this mean if I already have a discover pass? Will I receive a new one with space for two license numbers?

I totally agree with Jason. Discover Passes (and SnoPark Passes, too) should be just as accessible to people who don't own cars as to those who do. I just wrote the two prime sponsors of the bills (Ranker and Hudgins) to share those feelings.
