Even though Franklin Ghost Town is a state park, the parking lot is on private property. Therefore, there is a $5 fee to park. A Discovery Pass will not be usable. Once you park, you will see the entrance to the state park at the south end of the parking lot.
This is a great rainy day hike. The only mud can be found exploring side trails. We were able to walk 6 miles through the trails that were old roads without getting muddy. There were six cars in the lot when we arrived and when we left. We saw only two other groups. This is a trail that is easy to physically distance.
