Beautiful day for High Rock! Views all the way down to Mt. Hood.
The road up to the TH honestly was not as bad as I'd heard. Most of it is smooth and solid with a few pretty easily avoidable potholes. We made it up in a Mazda 3 with no issues. Lots of people out hiking so parking was limited, but everyone on the trail was courteous and the area seemed to be clean. There are no bathrooms at the TH so be prepared.
The trail grade is very nice with a few steep sections. The "scramble" at the end isn't really something I would consider a scramble. It's just a walk up a rock face, though it may be rough if you're afraid of heights.
The lookout tower is currently open, but likely won't stay that way. Snow was nonexistent for now; that's going to change soon.
Great day, not as busy as I expected it to be on a Sunday, but if you want to be sure to avoid crowds definitely go on a weekday.
Sidenote: This trail is dog friendly, but please keep them on the leash! There were a lot of hikers with dogs on the trail and as you get toward the top there are some exposed cliffs so use leashes for the safety of your own dogs and others!

Just a heads up, while it is great you offer up ideas of safety for others, this area is not required as a leashed trail. So those who choose to have their dogs off leash are able to :)
