We had to turn around after the first quarter mile due to extremely rutted out roads which scraped the bottom of our vehicle on more than one occasion.

Sadly, the Forest Service budget is cut year after year, and each year, a higher proportion of what's left over is demanded by fire control. They just don't have the resources to maintain every road. It's part of why they work so closely with WTA to plan annual trail maintenance (and why WTA makes such a difference for our trail systems) - FS doesn't have the resources to do it all themselves. Sorry to hear you missed out on your hike though, and I hope you get another chance to do it.
